Cook quinoa according to package instructions. Allow it to cool to room temperature.
Chop the thaw broccoli. You can use a food processor for a finer texture.
In a large mixing bowl, combine the cooked quinoa, chopped broccoli, breadcrumbs, grated Parmesan cheese, beaten eggs, minced garlic, dried oregano, onion powder, salt, and pepper. Mix until all ingredients are well combined.
Take a portion of the mixture and shape it into a patty with your hands. The mixture should hold together well. If it’s too wet, you can add more breadcrumbs.
Heat olive oil in a skillet over medium heat. Once the oil is hot, place the patties in the skillet and cook for about 4-5 minutes on each side, or until they are golden brown and cooked through. Place the cooked patties on a plate lined with paper towels to drain any excess oil.
